'Who' and 'whom' are used when talking about people.

A rule that is used when you're trying to work out when to use 'who' or 'whom' is to ask yourself if you would answer he/she or him/her to the question.
That means:

He/she = who and him/her = whom.
For example:
A: "Whom should I vote for?"
B: "You should vote for him."

A: "Who was the last to leave the building?"
B: "He was last."
